Intracity Transit Operations and Management Services

The City of Hot Springs, Arkansas, seeks a vendor to provide intracity transit operations and management services. The requested scope includes managing day-to-day operations via a resident advisor or management team, personnel administration, scheduling, route planning, safety, vehicle maintenance, customer service, and FTA compliance coordination. Bidding is open to onshore U.S. organizations with valid IRS Taxpayer Identification Numbers, Unique Entity Identifiers, and active SAM.gov registrations showing no suspensions or debarments. The contract term is for one year, with up to four additional 12-month extension terms subject to annual budget approval. Proposers must submit proposals digitally online via the City's portal or via sealed paper submissions by November 23, 2026, at 2:00 PM CT. All questions must be submitted by November 6, 2026, at 5:00 PM CT. Submissions must include a signed proposal, liability insurance certificate, completed FTA Contract Clauses Acknowledgment Form, Debarment and Suspension Certification, and Lobbying Certification. Proposals will be evaluated based on Qualifications/Experience/References (25%) and Cost (30%), using a weighted percentage scoring system with the potential for oral presentations from shortlisted firms. Proposers must submit a proposed monthly fixed management fee for each year across a five-year period.
