Various Projects Staffing Service

The City of St. Louis Department of Human Services requires various project staffing services to support its 2026–2027 Code Blue activities. The awarded vendor must provide staffing, management, operational oversight, and security for a 60-bed overnight shelter and a motel shelter with up to 40 rooms, staff for City-operated shuttles transporting unhoused individuals, and at least two staff members at designated indoor Rally Point locations. Eligibility is restricted to onshore USA organizations operating locally in St. Louis, Missouri. Submissions must include a cover letter, organizational background, key personnel resumes, services approach details, a fee schedule with minimum and maximum acceptable fees, and a City of St. Louis business license or commitment statement. Proposals will be evaluated by a selection committee based on specialized experience, innovative solutions, proposed fees, compliance with statutory requirements, and past performance.
