Small Project Fund Grant Administration and Project Management Services

The City of Tonawanda Local Development Corporation (COTLDC) requests proposals from qualified consulting firms and professional service providers for grant administration and project management services. The selected consultant will assist COTLDC with developing, implementing, administering, monitoring, and closing out the Downtown Tonawanda Small Project Fund, funded through New York State’s Downtown Revitalization Initiative. The Fund supports improvements to commercial and mixed-use properties in Tonawanda, NY, including interior and exterior improvements, capital equipment, public art, and related costs. Eligible applicants include onshore US-based consulting firms with experience in economic development, grant administration, downtown revitalization, construction management, or public-sector programs. Proposals must include an overview of the firm, key personnel details, comparable assignments, a detailed administration plan, an implementation schedule, a fee schedule, references, evidence of insurance, conflict disclosures, and an approach to meet New York State's 30% MWBE requirement. Applicants must submit written questions by October 30, 2026, and complete proposals are due by November 9, 2026, at 5:00 PM EST. COTLDC evaluates proposals based on relevant firm experience (25%), DRI/NY Forward and NYS program experience (20%), cost and overall value (15%), and other criteria. The contract term is one year, with an administrative budget not to exceed $30,000.
