Zoning Ordinance Administrative Regulations Update Services

The City of Midland is seeking a consultant to provide offsite professional services to update and modernize seven administrative articles of its zoning ordinance. The scope includes reviewing existing development review processes, identifying efficiency improvements, adding helpful graphics or diagrams, and delivering a final ordinance for adoption with both redline and clean versions. Eligibility is restricted to onshore USA organizations possessing required minimum insurance coverages and narrative experience updating zoning ordinances for at least three municipal clients. Proposals must include a cover letter, statement of understanding, proof of insurance, approach and methodology, references, and a completed cost proposal with a single lump-sum fee. The Selection Panel will evaluate proposals using a 100-point scale: approach and methodology (up to 35 points), statement of understanding (up to 25 points), qualifications and experience (up to 25 points), and cost (up to 15 points based on the lowest submitted fee). Questions must be submitted no later than November 2, 2026. The City intends to award a single contract for the entire scope to the highest-scoring proposer.
