Technical Assistance Service

Empire State Development (ESD) seeks applications for the SSBCI Technical Assistance to Capital Programs (Round 2) to provide technical assistance services to underserved small businesses in New York. The program aims to expand access to capital, improve capital readiness, create new jobs, expand statewide technical assistance, and promote economic resiliency. Eligible applicants are New York State-headquartered USA organizations, including non-profit small business support organizations, Community Development Financial Institutions, development organizations, chambers of commerce, and for-profit legal, accounting, or financial advisory firms. Applicants must maintain a physical presence in New York State with 80% of business transactions conducted in the state and be eligible to enter into a grant agreement with ESD. Applicants must submit proposals digitally to a specified Dropbox link by 2:00 PM ET on November 10, 2026, and direct all inquiries to [email protected]. All questions must be submitted no later than October 27, 2026. Applicants must submit a budget using Exhibit C alongside a justification narrative focusing on direct technical assistance services, as well as an application narrative submission and administrative proposal forms. ESD reserves the right to award grants in amounts less than listed figures, and there is no cost-match requirement.
