Master Contractor and Program Evaluator Service

The City of East Palo Alto requests proposals from qualified agencies and organizations for a Master Contractor and Program Evaluator for the Measure HH Workforce Development Program. The buyer needs workforce program development and evaluation services for residents and organizations participating in STEM and building trades job training programs. Eligible respondents are onshore USA organizations, and key personnel must demonstrate relevant experience, accessibility, and knowledge working in the City of East Palo Alto or with California cities. An optional pre-bid conference takes place on October 23, 2026, and all questions must be emailed to Karen Camacho at [email protected] by October 30, 2026. Submissions must not exceed 12 single-sided pages, excluding the required cover letter and appendix. Evaluation criteria total 100 points based on proposal quality, personnel qualifications and accessibility, local and state experience, fee reasonableness (11 points), cost effectiveness, and the ability to leverage outside funding.
