Benefits Advisor Services for Employee Health, Retirement, and Insurance Plans

Sandy City Corporation requires a vendor to provide offsite benefits advisor services for employee health, retirement, and insurance plans on a flat, fee-for-service basis. The scope includes providing brokers, consultants, or agents to advise on medical, dental, vision, life, retirement, wellness, long-term disability, retiree medical, and onsite clinic benefits, while evaluating employee preferences, educating staff, and assisting with state and federal regulatory compliance. Eligible offerors are onshore USA organizations, and vendors must submit only one proposal. The contract term is for a one-year period beginning July 1, 2027, with an option to renew. Vendors must submit proposals and required attachments digitally via Ion Wave or email by November 4, 2026, at 11:00 AM MT, ensuring pricing is kept separate from the main proposal. Questions must be submitted via Ion Wave by November 2, 2026, at 11:00 AM MT. A committee will evaluate responsive proposals using a 100-point scale based on cost (40 points), services offered (20 points), references (15 points), experience/qualifications (10 points), philosophy/innovation/cost savings track record (10 points), and experience with onsite health clinics (5 points).
