The Under Secretary of War for Intelligence and Security requires a prototype database solution to replace the legacy Budget and Intelligence Related Database. The vendor must deliver a single, modern platform that enables efficient ingestion, cataloguing, analysis, and visualization of intelligence resource data to support accurate insights and Congressional Justification Book production. Core requirements include user-defined visual dashboards, offsite work performance, financial management query tools supported by Super Intelligence, and the capability to provide on-site sustainment for 12 months. Only onshore USA organizations are eligible to apply. Applicants must submit white papers as a single PDF file in English using 11-point single-spaced Times New Roman font. The submission must include a Table of Contents, List of Participants, Conflict of Interest disclosure statement, executive summary, technology concept, company viability details, and a notional execution schedule with rough order costs. Selected respondents from Phase II may receive a Request for Prototype Proposal in Phase III and enter negotiations. The Government evaluates submissions based on technical merit, price reasonableness, schedule, and potential benefits.
