City of Mableton Cloud-Based Human Resources Information System Procurement

The City of Mableton is issuing RFP 27-07 to acquire a unified, cloud-based Human Resources Information System to standardise and automate its HR, payroll, time, benefits, talent, and workforce administration processes. The selected prime contractor must provide a complete solution covering software subscriptions, project management, configuration, data conversion, integrations, testing, training, documentation, go-live support, and ongoing maintenance using an initial pricing baseline of 80 active employees. Eligibility is restricted to onshore USA organizations, and the work must be performed offsite. Required application documents include a signed Proposal Letter, Contractor E-Verify affidavit, Non-Collusion Affidavit, Drug-Free Workplace Certification, Cost Schedule and Fees (Exhibit E), detailed pricing workbook, technical proposal, and a line-by-line requirements workbook. Questions are due by November 5, 2026, at 3:30 PM EST, and proposals must be submitted by November 23, 2026, at 3:30 PM EST. Proposals will be evaluated on alignment with functional requirements (25 points), user experience (10 points), team qualifications and references (10 points), and the cost proposal and total cost of ownership (10 points). The buyer will calculate the five-year total cost of ownership, combining startup costs with five consecutive years of recurring charges.
