State Government Relations, Regulatory Agency Support, and Lobbying Services for the City of Dallas

The City of Dallas is requesting proposals for state government relations, regulatory agency support, and lobbying services. The selected vendors will provide strategic advocacy, legislative and regulatory monitoring, policy analysis, and guidance to City leadership. Additional responsibilities include assisting in drafting bills and amendments, identifying legislative sponsors, and helping secure state funding and grant opportunities. Performance will occur offsite throughout the contract term, with heightened activity during Texas legislative sessions. Eligibility is limited to authorized onshore USA organizations with a minimum of seven years of experience providing state government relations and legislative advocacy services. Proposals must be submitted electronically via the City's solicitation portal by November 20, 2026, at 1:00 PM. A Microsoft Teams pre-proposal conference is scheduled for November 3, 2026, at 3:00 PM, and all questions must be submitted by November 6, 2026, at 3:00 PM. Proposals will be evaluated based on experience, including work with municipal or governmental entities before the Texas Legislature, with awards planned for multiple highest-ranked proposers.
