Construction Materials Testing, Inspection and Sampling Services

Clinton County requires responsible and responsive consultants to perform offsite construction materials testing, inspection, and sampling services. The scope of work includes testing, inspecting, and sampling concrete, asphalt, grout, soil, pile foundations, steel bolts, and steel welds. Bidding is open to USA onshore organizations. Bidders must submit two copies of the complete sealed proposal by 11:30 AM on November 19, 2026, to the Clinton County Purchasing Agent in Plattsburgh, New York. Submissions must include the executed non-collusion bidding certification, Information Sheet, Vendor Reference Sheet, Certification of Iranian Divestment, and required proof of insurance, including professional liability coverage. The county will evaluate proposals and award the contract to the lowest responsible bidder based on a cost analysis by the Clinton County Highway Department. The contract period runs from January 1, 2027, through December 31, 2028, with fixed pricing.
