Behavioural Health Gaps Analysis Service — HEALTH CARE AUTHORITY

The New Mexico Health Care Authority seeks a vendor to provide a behavioral health gaps analysis service. A professional onshore USA organization specializing in mixed-methods data analysis and behavioral health policy must perform a strategic analysis of the state's behavioral health system across the lifespan. The contractor will produce an initial analysis and two subsequent reports within 24 months to identify treatment and workforce capacity shortages, reduce duplication, and improve system integration. The comprehensive assessment and study must be completed before June 2029. Offerors must submit written questions by October 26, 2026, and proposals are due by November 6, 2026. Proposals must include a completed Letter of Transmittal Form, and offerors must ensure at least three Organizational Reference Questionnaires are submitted directly by references by October 30, 2026. Offerors must submit fixed monthly costs using the Cost Response Form, which will form the basis of monthly invoices and payments upon deliverable approval. The planned contract term is four years.
