Massachusetts Housing Finance Agency Move-In Mass Homeownership Production Pilot Program

The Massachusetts Housing Finance Agency is seeking proposals for the Move-In Mass pilot program to expand homeownership opportunities across Massachusetts. The program aims to deliver quality, code-compliant, owner-occupied starter homes using lower-cost manufactured, modular, or other innovative construction methods alongside lower-cost development-period financing. Projects must feature fee-simple single-family homes or condominium ownership, involving either detached or attached structures like duplexes and townhomes, where the sponsor conveys ownership of both the home and the underlying land. Eligible production models include CrossMod Homes, 3D Volumetric Modular, and other innovative methods. Sponsors are responsible for managing fair and equitable marketing and lottery selection, selling homes at costs that minimize subsidies, and completing project closeout requirements. Closeout duties include submitting completion and sales documentation, certifying final costs, and satisfying agency loan compliance obligations. The contract period runs for one year, with performance occurring offsite within the USA.
