Hawaii Department of Health Parents as Teachers Affiliates Office Services

The Hawaii State Department of Health, Family Health Services Division, is soliciting proposals for a Parents as Teachers Affiliates Office. The selected vendor will provide offsite affiliate office services to support pregnant women and at-risk families in Honolulu, HI. Scope includes delivering evidence-based home visiting and family support services, maternal and child health resources, child maltreatment prevention, family economic self-sufficiency, and community referrals. The vendor must also provide infrastructure, strategic planning, state-wide model outreach, and core training guidance for supervisors and parent educators. Eligibility is limited to onshore USA organizations. Offerors must submit questions by November 3, 2026. Sealed proposals must be submitted electronically in PDF format via email to [email protected] by 4:30 PM HST on November 23, 2026. Proposals will be evaluated based on criteria including a Project Proposal worth up to 40 points.
