Description
AI GeneratedThe Department of the Air Force, through the 66th Civil Engineer Squadron at Hanscom Air Force Base, requires infrastructure modernization, facility repair, and construction projects under the Hanscom's Execution & Rapid Operations umbrella program. The Air Force will execute these projects using commercial-style Other Transaction Agreements that operate outside traditional Federal Acquisition Regulation rules. The program will remain active for one full year, during which the buyer will periodically publish project-specific solicitations called Areas of Interest. Commercial general contractors, specialty trades, design-build firms, and joint ventures are eligible to participate without statutory Nontraditional Defense Contractor prerequisites or cost-share mandates. To prepare, interested entities must maintain an active SAM.gov registration with a Unique Entity ID and monitor the program notice for upcoming project-specific solicitations. Each Area of Interest will detail specific project requirements, collaborative delivery models, and submission instructions for Solution Briefs.

1. BOTTOM LINE UP FRONT (BLUF) The Department of the Air Force, specifically the 66th Civil Engineer Squadron (66 CES) at Hanscom Air Force Base (AFB), Massachusetts, is publishing this Umbrella Program Notice to announce the establishment of Hanscom’s Execution & Rapid Operations (HERO) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. § 2808a, HERO seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience. 2. PROGRAM STRUCTURE & TIMELINE Rather than a single, one-off project solicitation, this Notice establishes the HERO Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella. Each independent AOI will outline: The specific facility construction, repair, or modernization project requirements. The exact response date, time, and instructions for submitting Solution Briefs. The collaborative delivery model designated for that project, such as Progressive Design-Build (PDB) utilizing open-book Guaranteed Maximum Price (GMP) pricing, or Build-Only (BO) commercial delivery. 3. ELIGIBILITY & PARTICIPATION The HERO framework actively seeks to lower barriers to entry. Unlike prototype OTAs, 10 U.S.C. § 2808a carries no statutory Nontraditional Defense Contractor (NDC) prerequisites and zero cost-share mandates. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all fully eligible and strongly encouraged to monitor this notice and participate. 4. ACTION REQUIRED FOR INTERESTED VENDORS Interested commercial builders and designers should take the following immediate steps to prepare for upcoming HERO projects: Monitor This Posting: Bookmark this SAM.gov notice. All project-specific AOIs will be posted as amendments or linked notices here. Register on SAM.gov: Ensure your company has an active, completely free registration and Unique Entity ID (UEI) on SAM.gov. Form Teaming Alliances: Begin networking with regional design firms, general contractors, and trade subcontractors to build integrated design-build consortia capable of executing rapid, commercial-style projects.
