Business Financial Assistance Program Services for CDBG and Other Program Funding

The City of Lakeport, California, is requesting proposals from qualified firms to run its CDBG-funded Business Financial Assistance Program. The selected consultant will handle marketing, application intake, preliminary eligibility screening, technical assistance, underwriting, loan approval and closing, servicing, and monitoring. Scope also includes ensuring CDBG federal overlay compliance, national objective alignment, reporting, and recordkeeping. Performance of the work will be offsite. Eligibility is restricted to onshore USA organizations possessing a valid Unique Entity ID through SAM.gov. Applicants must submit proposals organized into Sections A through G, including a cover letter, executive summary, qualifications, project experience from the last 10 years, project understanding and methodology, a schedule of tasks, and a proposed fee schedule. Contracts will be fixed-price or hourly with a not-to-exceed limit; cost-plus-a-percentage-of-cost terms are prohibited. Proposals must be submitted by November 23, 2026, at 3:00 pm.
