Town of Culpeper Mural Artist Services for Festival Mural Panels

The Town of Culpeper requires mural artist services to paint an original 8 ft. by 8 ft. panel during a two-day festival. Selected artists must complete artwork that complies with applicable laws, attend both festival days, submit promotional materials, and coordinate final inspections with staff. Participation is restricted to USA organizations, and performance takes place onsite or offsite. Applicants must submit proposals electronically via eVA at eva.virginia.gov. Submissions require five to eight artwork examples, an artist résumé or CV, and completed offeror information forms. Written questions must be submitted to Lisa Wortman at [email protected] by November 24, 2026, at 5:00 p.m. Eastern Time. An optional virtual pre-proposal conference will take place on November 18, 2026. An evaluation committee appointed by the Town Manager will review proposals using an established evaluation framework.
