Intelligent Generator of Research program Services

The Advanced Research Projects Agency for Health is seeking a vendor to provide an intelligent generator of research program services to establish an artificial intelligence-enabled, interoperable research ecosystem. This initiative aims to eliminate longstanding inefficiencies in scientific research and accelerate the development of effective therapies for complex diseases. The agency requires an ecosystem that amplifies human scientific judgment through an advanced platform, which will ultimately serve to speed up therapeutic discoveries. The scope of work requires the development of an artificial intelligence orchestration layer that identifies knowledge gaps and designs optimal experiments. The selected vendor must also establish a distributed marketplace of validated laboratories that execute standardized protocols and return gold-standard data. Additionally, the project covers a layered protocol architecture to enable any qualified laboratory to execute the same experiment reproducibly. The requested platform must feature an artificial intelligence-enabled interface to interrogate mechanistic models and laboratory capabilities, which will then generate proposed experiments. The vendor must create modular, mechanistic, multiscale digital twin models of complex diseases that encode causal, time-dependent biological relationships to serve as the shared memory of the research ecosystem. All performance of the work will take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and has not signaled a specific funding limit.
