Cloud-Hosted Critical Incident Management System

The agency is seeking a fully cloud-hosted Critical Incident Management System to deliver real-time situational awareness, resource tracking, task management, and consistent reporting. The system must integrate with ESRI ArcGIS Online and allow role-based control over user interface elements and data views. Administrators must have the ability to manage roles and permissions through a native interface without custom code or vendor development. The requested scope of work covers automated notification and communication capabilities, including SMS, email, system alerts, and role-based messaging. The platform must offer mobile and web-based access through a responsive, cross-platform user interface. Additionally, the system must support offline data entry and automated resynchronization once network connectivity is restored. The agency is looking for proposals to determine the budget for this project. Eligible bidders must be onshore organizations based in the United States.
