Scaling and Scale Maintenance, Reliability and Validity Analyses and Online Ordering System

The New York State Education Department, located in Albany, New York, is seeking a vendor to provide scaling and scale maintenance, reliability and validity analyses, and an online ordering system. The agency requires these services to establish and maintain the psychometric integrity of the operational Regents examinations. The selected vendor will conduct data analyses and special studies to provide evidence regarding the reliability, validity, scaling, and equating of the examinations, as well as generate summary statistics for the operational results. The scope of work covers the preparation of annual technical reports for each Regents examination administered in the preceding school year using operational test data provided by the agency. These technical reports will cover examinations administered during the 2025-26, 2026-27, 2027-28, 2028-29, and 2029-30 school years. Additionally, the agency requires a web-based functionality for schools to place orders for Regents examinations and to collect testing counts for the Regents Examination program. Eligibility is restricted to onshore organizations based in the United States. The agency permits the performance of the work to be completed offsite. The contract period will span five years, and the agency is looking for proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than May 26, 2026.
