Integrated Library System

The agency seeks a flexible, scalable, and reliable modern Integrated Library System (ILS) to replace its current Sierra ILS. This project aims to meet current and future operational needs while improving patron service experiences through next-generation enterprise resource management software. The agency requires a system hosted on a single-tenant environment that prioritizes security and risk management. The scope of work includes project management, configuration of initial system settings, and a simultaneous launch of all modules and business processes. The selected vendor must perform data migration, including data clean-up and transformation of current and historical records based on best practices. The agency also requires comprehensive training, documentation, and structured testing prior to authorizing the system go-live. Ongoing maintenance and support must include a help desk and case management services. Eligibility is limited to onshore organizations based in the United States. All performance of work will occur offsite. The agency is currently looking for proposals to determine the budget for this initiative. All questions regarding this opportunity must be submitted no later than May 11, 2026. Evaluation will focus on the system's ability to provide functionality equivalent to the current ILS while improving operational efficiency.
