Community Plan Services- Budget - Up to 2,000,000 USD

The City is seeking a vendor to provide comprehensive community plan services over a five-year contract period. The selected consultant must address fourteen distinct tasks to guide the city through planning, engagement, and implementation phases. This initiative aims to update the city's general plan, align zoning codes, and establish robust tracking systems for long-term monitoring. The scope of work begins with project initiation, establishing communication protocols, and creating a shared file management system. The consultant must also implement a cloud-based, application-driven project management system featuring a dashboard for task tracking and role-based access for City staff and stakeholders. Public engagement requirements include one citywide kick-off event and at least three geographically distributed community workshops or open houses. Additional tasks cover project administration, engagement with the City Council and Planning Commission, and an analysis of existing conditions, issues, and opportunities. The vendor must develop land use alternatives, draft the general plan and its elements, conduct an environmental review, and analyze the zoning code for implementation. The scope also demands coordination with the Regional Housing Needs Allocation and the housing element, creation of implementation and monitoring tools, a complete zoning code update, and support through adoption hearings. Eligibility is restricted to onshore United States organizations only. All performance of the work will take place offsite.
