Notary Automation System

The issuing agency is seeking a vendor to design, develop, test, implement, maintain, and support a Notary Automation System. The project aims to solve the agency's need for a comprehensive automation solution by covering initiation and planning, system design, development, testing, implementation, training, legislative changes, and first-year operations and close-out. The selected vendor will reconfirm requirements, use cases, business rules, and flows, develop user stories, and update detailed system design and specifications. The scope of development requires configuring solution functionality, migrating cleansed and validated data into the solution data store, and creating tests in the agency's Azure DevOps environment. Testing requirements include system and unit testing, regression testing, load and performance testing, accessibility testing, security testing, and third-party integration testing. The vendor must also perform code security scans, propose fixes for identified deficiencies, version control all code and scripts, and develop Continuous Integration and Continuous Deployment pipelines. Deployment activities involve provisioning infrastructure, preparing rollback procedures, configuring performance monitoring alerts, and performing post-deployment validations such as smoke testing. Eligible bidders must be onshore organizations based solely in the United States, and all contracted work must be performed offsite. The agency is currently looking for proposals to determine the budget, and bidders must submit all questions regarding this opportunity no later than July 10, 2026.
