Criminal Justice Information Exchange Solution

The agency is seeking a modular Criminal Justice Information Exchange (CJIX) solution to link NLETS, NCIC, and various law enforcement and public safety entities at the state, local, and federal levels. This project requires the implementation of a complete SaaS or COTS solution to replace the existing system, which must be decommissioned as the new architecture goes live. The agency intends to solve the problem of fragmented data exchange by establishing a unified architecture that includes a criminal history database, terminal applications for NCIC/NLETS, and administrative functionality. The scope of work covers the design, implementation, integration, and ongoing maintenance of the CJIX modules over a five-year contract period. The selected provider must manage the procurement activities and the deconstruction roadmap while prioritizing state finances and operational risk. All work must adhere to applicable state and federal standards, policies, and laws. Eligibility is restricted to onshore organizations based in the United States. Performance of the work will occur offsite. The agency is currently looking for proposals to determine the budget for this initiative. Key dates include a deadline for questions on May 20, 2026. A pre-bid meeting will take place on June 4, 2026. Evaluation will focus on the ability to deliver a modular architecture that meets specific functionality requirements for criminal history and national telecommunications systems.
