Enhanced Communications Service

The agency is seeking an enhanced communications service to ensure eligible deaf individuals who use American Sign Language or a form of it have access to routine and ongoing communication. This service will support communication between service recipients receiving residential habilitation services, their support staff, and their housemates. The selected vendor will deliver twenty-minute training and educational sessions for residential support staff, aiming to schedule these sessions between shifts to maximize participation. The scope of work requires these training sessions to be conducted either in person or virtually, depending on operational needs and staff availability. Visits to residential locations must occur at a rate of up to three homes per day, twice per week, with a target of reaching five to six homes weekly for up to eight hours per day. Performance of the work will take place onsite or offsite over a contract period of one year. Eligibility is restricted to onshore United States organizations only. The agency is looking for proposals to establish the budget for this contract. Bidders must submit all questions no later than May 22, 2026, and the agency will hold a non-mandatory pre-proposal meeting on June 10, 2026.
