Energy Optimization Programs Services

The Lansing Board of Water and Light in Michigan is seeking a vendor to oversee and support the implementation of twelve Energy Optimization programs for the 2027 through 2029 calendar years. The agency requires operations support to manage customer program delivery, provide high-level guidance to contractors, and handle financial planning, budgeting, and program delivery support. The selected partner will also manage marketing efforts, coordinate press releases, maintain an agency website and Facebook page, and develop strategies to stimulate program demand. The scope of work includes reviewing and approving contractor invoices, ensuring activities remain within budget, and promoting applicable energy measures to customers. The agency also requires the recruitment, training, and technical support of trade allies through seminars, workshops, and site visits. Additionally, the partner must provide a precise data tracking system to submit accurate monthly and annual reports that measure program success and ensure quality control. Eligible bidders must be onshore organizations based in the United States. The performance of the contract will take place offsite over a three-year period. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than May 8, 2026.
