Project Management, Facilitation, Report Writing and Analysis Services

The government authority located in Salem, Oregon is seeking project management, facilitation, report writing, and analysis services to support health system transformation. The agency requires these services to help Coordinated Care Organizations (CCOs), Tribes, and health systems coordinate several simultaneous programs and tie project results to broader organizational goals. The selected contractor will apply equity-informed planning and implementation processes from conception to closing, utilizing standards such as the Project Management Body of Knowledge, Capability Maturity Model Integration, or International Standards Organizations. For the facilitation component, the agency requires a partner to ensure committee meeting objectives are met and to engage members in soliciting varying perspectives that lead to actionable decisions. The facilitator must communicate in a universally accessible, unbiased, and culturally responsive manner while leveraging training resources to build committee capacity for advancing health equity and anti-racist practices. The agency needs the facilitator to possess governmental authority background and to incorporate fiscal and legislative experience into inclusive group collaboration and decision-making processes. For the report writing and analysis component, the agency requires expert-level analysis and reporting tailored to the programmatic needs of the Division. The contractor must analyze data, apply it to programmatic initiatives, report progress on priorities, and inform both internal and external stakeholders. The agency requires the contractor to possess experience and knowledge in incorporating equity, inclusion, anti-racism, and accessibility into data collection, data analysis, and communication practices. Eligible bidders must be onshore organizations based in the United States. The agency will allow the work to be performed either onsite in Salem, Oregon or offsite. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of the project.
