Computer and Information Systems Management Consulting Services

The City of Philadelphia seeks a vendor to provide computer and information systems management consulting services for its government authority located in Philadelphia, Pennsylvania. The agency requires comprehensive support to maintain operational reliability, regulatory compliance, and stakeholder alignment within a complex airport environment. This initiative aims to solve the challenges of managing airport enterprise applications, safeguarding sensitive data, and maintaining uninterrupted airport operations. The scope of work covers helpdesk support, incident management, field support services, documentation and asset updates, portfolio and project management, and cybersecurity. Helpdesk support includes managing end-user computing devices, airport enterprise applications, user identity lifecycle management, and incident tracking. Field support resources must act as on-site smart hands to execute, monitor, troubleshoot, and maintain systems across airport facilities. The project also requires logging and prioritizing incidents in the airport-designated information technology service management platform. The selected vendor must update asset tracking records, including device identifiers, locations, and serial numbers, in the designated systems. Cybersecurity functions must protect systems, safeguard operational technology and enterprise networks, and proactively mitigate cyber risks. Bidders must perform all work on-site at the airport facilities in Philadelphia. Eligibility is restricted to onshore vendors located within the United States of America. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The contract period will run for one year. The agency will host a virtual pre-bid meeting on May 13, 2026. Bidders must submit all questions no later than May 18, 2026.
