Peer Support Navigation Services

The County of San Diego seeks a vendor to provide peer support navigation services for adult survivors of human trafficking, commercial sex, and underground labor. This initiative functions as a strategy to assist individuals in transitioning toward safety, healing, and lasting stability. The scope of work involves providing system and service navigation to help clients access public and community-based resources. Staff must assist survivors in securing housing, healthcare, mental health treatment, substance use disorder services, transportation, and employment. The project also covers legal services, vital documents, education, and social or recreational needs tailored to individual requirements. The agency requires victim-centered, trauma-informed, and gender-responsive service delivery within a culturally sensitive environment. Bidders must provide appropriate staffing, with a preference for individuals possessing relevant lived experience. The contractor is responsible for maintaining a supportive work environment that minimizes staff burnout to ensure a consistent experience for clients. The agency will use this contract to monitor and evaluate the design and community value of the peer support navigation model. Eligibility is limited to onshore organizations based in the United States. Work performance may occur either onsite or offsite depending on service needs.
