Hearing Officers Services

The Kentucky Personnel Board in Frankfort, Kentucky is seeking qualified individuals to serve as independent hearing officers. The agency needs these professionals to resolve administrative disputes by presiding over evidentiary hearings and conducting conferences. This service solves the agency's need for impartial, quasi-judicial expertise to manage its administrative caseload. The scope of work covers presiding over administrative evidentiary hearings scheduled by the board’s staff, conducting conferences, and preparing interim orders. Hearing officers must also draft findings of fact, conclusions of law, and recommended orders for the board, alongside other incidental quasi-judicial duties. The agency will allow hearings to be conducted in-person, via video teleconferencing, or through a hybrid model. The executive director will assign individual cases on an as-needed basis, depending upon the subject matter of the hearing and the caseload of the hearing officer. Eligible bidders must be onshore organizations based entirely in the United States. The agency will permit the performance of the contract work to occur either onsite in Frankfort or offsite. The agency is currently looking for proposals to determine the budget and has not disclosed specific evaluation criteria or key dates in the initial solicitation.
