Energy Code Compliance Evaluation Support Services - Budget - Up to 11,500,000 USD

The California government authority is seeking a vendor to provide energy code compliance evaluation support services over a three-year contract period. The agency needs to solve the problem of understanding compliance rates, regional variations, and the root causes of noncompliance to better inform its policy and resource allocation. This project aims to significantly enhance the agency's understanding of these factors through targeted evaluation, market research, and data analysis. The requested scope of work covers conducting compliance evaluations, identifying streamlined approaches, and assisting the agency with improving compliance. The selected vendor will also conduct workforce development market research and provide program development recommendations related to improving Energy Code implementation. Additionally, the scope includes supporting compliance improvement pilot solutions directly with local partners and performing other related work that supports Energy Code compliance improvement. Eligible bidders must be onshore USA organizations only. The agency requires the performance of all work to be conducted offsite. Bidders must submit their responses digitally via email or online.
