The San Bernardino County government authority in California is seeking a qualified contractor to provide comprehensive public works maintenance services. The agency requires a vendor to address critical infrastructure upkeep, material quality control, and environmental maintenance across several specialized service areas. The primary objective is to ensure the safety, structural integrity, and functionality of public pathways, drainage systems, and municipal structures. The scope of work covers chip seal material testing, concrete construction and repair, debris control, and various specialized trade services. For chip seal applications, the agency requires aggregate testing including sieve analysis, cleanness value, film stripping, and Los Angeles abrasion tests, alongside binder testing for viscosity, sieve, and residue by evaporation. Compatibility testing through sweep tests and film stripping evaluations is also required to assess the aggregate-binder relationship. Concrete services involve the preparation, formwork, reinforcement, pouring, finishing, and curing of concrete for foundations, slabs, walls, and structures. The selected contractor must also remove, furnish, and install curbs, gutters, sidewalks, driveway entrances, ADA ramps, concrete pavement, drainage swales, and storm drainage structures. Sidewalk grinding and cold planning are required to eliminate hazardous uneven joints. Debris control services require the cleaning, repair, shoring, and maintenance of culverts, drains, and pipes. The agency also requires debris removal, screening, separation, rock removal, and the pumping of water, mud, and organic material from storm basins, stream beds, channels, and culverts. Disposal duties include chipping debris and transporting waste to landfills, with the contractor covering all hauling costs and fees. Additional required services include erosion and sediment control, electrical services, fence installation, guardrail repair and maintenance, and hazardous waste removal. Eligible bidders must be onshore United States organizations. The agency requires all work to be performed offsite, away from the agency's immediate facilities. The agency is currently looking for proposals and has not disclosed a specific budget. Bidders must submit all questions regarding this opportunity no later than July 30, 2026.
