Chief Elections Officer Services

The government authority located in British Columbia is seeking proposals from qualified and experienced individuals or firms to provide Chief Elections Officer services. The agency needs to secure professional administration and delivery for the 2026 General Local Election, including all required advance voting, special voting opportunities, and post-election activities. This initiative solves the agency's need for comprehensive election management in strict accordance with all applicable legislation. The scope of work covers election planning, administration, execution, and post-election reporting. The selected Chief Elections Officer must establish and implement the election timetable, administer nomination processes, and appoint and supervise Deputy and Assistant Elections Officials. Additional duties include preparing and issuing required notices, establishing voting opportunities, managing mail ballot voting if authorized, and overseeing ballot preparation, voting places, and voting procedures. The service provider must ensure ballot security and integrity, conduct vote counting, determine results, respond to inquiries, address complaints, and certify election results. The agency also requires the Chief Elections Officer to ensure compliance with accessibility requirements, freedom of information and privacy legislation, election advertising rules, campaign financing disclosure processes, and all statutory reporting obligations. Post-election responsibilities include managing recounts, administering any resulting by-elections, completing documentation for the Municipality and the Province, and providing a summary report with lessons learned and recommendations. Eligible bidders must be onshore entities located in Canada only. The performance of the contract requires a combination of offsite and onsite work. The agency specifies a contract period of one year and is looking for proposals to determine the budget.
