Ground Lease Opportunity Service

The City of West Lake Hills, Texas is seeking a vendor to provide a ground lease opportunity service for a local government authority. The authority is looking to establish a high-quality adaptive reuse project that aligns with the community values expressed in its master plan. This project must generate sustainable revenue through ground lease payments and sales tax while providing goods or services that earn the trust of local residents. The existing facility and its current lease are expressly excluded from this ground lease opportunity. Eligible bidders must be onshore organizations based in the United States. The selected vendor must perform all work onsite at the West Lake Hills location. The authority is currently looking for proposals to determine the budget and financial structure of the agreement. The authority will host a pre-proposal meeting on May 22, 2026, to discuss the opportunity. Bidders must submit all questions regarding this opportunity no later than May 29, 2026.
