Enhanced Communications Service

The agency is seeking an enhanced communications service to ensure eligible individuals who are Deaf and use American Sign Language (ASL) or some form of ASL have access to routine and ongoing communication. This service will support communication between service recipients receiving residential habilitation services, their support staff, and their housemates. The agency aims to solve the problem of communication barriers within residential habilitation settings for these specific service recipients. The scope of work requires the selected vendor to conduct visits at a rate of up to three homes per day, twice per week, with a target of reaching five to six homes weekly, for up to eight hours per day. The vendor must also offer twenty-minute training and educational sessions for residential support staff, scheduled between shifts to maximize participation. These training sessions may occur in person or virtually, depending on operational needs and staff availability. Eligibility is restricted to onshore organizations based in the United States of America. The performance of the work may take place onsite or offsite. The agency is looking for proposals to determine the budget for this initiative, and the resulting contract period will last for one year. The agency has established key dates for this procurement process. All questions regarding the opportunity must be submitted no later than May 22, 2026. A non-mandatory pre-proposal meeting will take place on June 10, 2026.
