RFI for Conference Hotel Developer Services

The Colorado government authority is seeking qualified conference hotel developers to validate market interest and provide strategic input on program, feasibility, and deal structure for a viable, market-supported project. The authority needs a development team to design, finance, construct, own, and operate a nationally branded, upscale, full-service hotel with over two hundred keys. This hotel must feature physical integration or a direct connection to the conference facility, full-service amenities including indoor dining, and a rooftop beverage and event space. The associated conference facilities must include a divisible ballroom, meeting rooms, and pre-function space. Respondents must evaluate the recommended development program and provide input on project scope, positioning, and feasibility. The authority is requesting high-level feedback on the development approach, operating performance, order-of-magnitude cost estimates, potential sources and uses of funds, preferred deal structure, and key risks or considerations. Eligibility is limited to onshore organizations based in the United States, and the performance of the work will be conducted offsite. The authority is looking for proposals to establish budget expectations and project costs. Bidders must submit all questions no later than June 9, 2026.
