SCADA System Equipment Upgrade Service

The City of Flowery Branch, Georgia is seeking a Supervisory Control and Data Acquisition (SCADA) integrator to upgrade the SCADA system equipment for its water system and wastewater plant office. The agency is attempting to modernize its existing infrastructure, ensure secure remote access, and establish reliable monitoring and control capabilities across its facilities. To achieve this, the agency requires a dual-contract arrangement consisting of one contract for the immediate equipment upgrade and a separate contract for recurring annual maintenance and advisory services. The scope of work covers the coordination of all SCADA system design, installation, and configuration with the city’s Information Technology department to align with industry cybersecurity best practices, network security, and proper firewall configuration. The selected provider must deliver SCADA computer hardware, software, and programming services, including a new workstation running a standalone version of the SCADA software to replace the existing client workstation. Additionally, the project requires the furnishing and installation of new cellular-based remote telemetry units at each site to create a complete stand-alone alarm and SCADA system with a cellular data interface capable of monitoring and controlling pumps, tank levels, run status, pressures, and related operational parameters. Eligibility is restricted to onshore USA organizations only. The performance of the work will take place offsite. The agency is currently looking for proposals to determine the budget for this project. The agency has scheduled a mandatory pre-bid meeting for June 3, 2026. Bidders must submit all questions regarding this opportunity no later than June 5, 2026. The evaluation criteria will assess the proposals based on the requested SCADA integration capabilities, maintenance services, and technical specifications outlined in the solicitation.
