Adult Reentry Court Services

The San Diego County Superior Court and its collaborative partners are seeking a contractor to provide adult reentry court services as an alternative to custody for justice-involved adults. The program aims to address the needs of adult offenders aged eighteen and older who have histories of substance use, criminal justice contacts, previous treatment attempts, and high rates of health and social problems. This collaborative effort involves the Superior Court, the District Attorney’s Office, the Office of the Public Defender, the Probation Department, law enforcement agencies, and the selected contractor. The designated contractor must deliver care coordination, non-residential substance use disorder treatment, mental health treatment, and drug testing services. The scope covers outpatient substance use disorder treatment, recovery support, and ancillary services for individuals who may also experience co-occurring mental health conditions. The agency requires all services to be client- and family-centered, individualized, clinically effective, outcomes-driven, culturally competent, gender-specific, trauma-informed, and developmentally appropriate. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all contracted work to take place offsite. Bidders must submit any questions regarding this procurement no later than May 28, 2026. The agency has not disclosed a specific budget and is seeking proposals to determine the cost of these services.
