Breastfeeding Peer Counselor Services

The Delaware Division of Public Health in Dover, Delaware is seeking a vendor to implement and expand breastfeeding peer counselor services throughout the state. The agency aims to increase breastfeeding rates, frequency, and duration, with a specific emphasis on exclusive breastfeeding. Through this initiative, the agency intends to decrease breastfeeding barriers, reduce health inequities, and grow partnerships for peer counselor services. The selected vendor must provide education, support, encouragement, and information to eligible pregnant and breastfeeding women. Peer counselors must contact these women on a regular basis via phone, in-person contact, classes, support groups, email, text, and virtual platforms. Additionally, the scope of work requires peer counselors to make referrals when issues arise regarding a client's health, medications, or other specialized areas. The vendor must maintain a private breastfeeding room or area for breastfeeding mothers, babies, and their children. Current breastfeeding peer counselor service providers may submit proposals to expand their existing services. Eligible bidders must be onshore organizations located in the United States, and the performance of the work will take place offsite. The agency is looking for budget proposals to determine the funding for this project. All questions regarding this procurement must be submitted no later than June 1, 2026.
