The selected contractor must advise on legislative and regulatory policy priorities, which includes developing and advising on strategies for the successful attainment of the agency-approved legislative program. The scope of work also requires advising on emerging policy that could impact the agency during appropriations cycles, surface transportation reauthorization, and other legislative and regulatory developments. The agency requires an analysis of the federal funding landscape and strategic guidance on federal funding opportunities. The contractor must analyze all stages of the annual budget process, identifying opportunities to advocate for additional funding in the President’s budget, the appropriations process, and other relevant legislative vehicles. Additionally, the contractor must proactively identify and advocate for potential revenue sources in surface transportation reauthorization that support the agency's capital and operating needs. The project covers planning and logistical coordination to support agency-related travel and ongoing departmental activities. The contractor must provide regular updates on legislative activities, hearings, and events of relevance to the agency. Logistical support is also required for federal advocacy trips related to federal priorities, which includes securing meetings, advising on materials, and staffing agency principals during travel. Only United States organizations are eligible to apply for this opportunity. The performance of the requested work must be conducted onsite. The agency is looking for proposals to determine the budget and will award a contract for a period of two years. The agency will host a remote pre-bid meeting on May 27, 2026.
