Communication Access Real-time Translation, Captioning Services and Transcription Services

The agency is seeking a vendor to provide on-site and remote Communication Access Real-time Translation, captioning services, and transcription services on an as-needed basis. The agency needs to solve communication accessibility challenges for students by providing live captioning in classrooms and remote settings. For classroom CART services, the captioner sits with the student, who reads the live conversation from the captioner's screen. The scope of work also covers captioning for videos used during classes or posted to class websites. Additionally, the agency requires transcription services, where videos are sent to the vendor to create transcripts for website posting or student class notes. Performance of the work will take place both offsite and onsite. Eligibility is limited to onshore organizations based in the United States. Bidders must submit all questions regarding this opportunity no later than May 22, 2026. Responses can be submitted digitally via email or online, and the agency is looking for proposal submissions to determine the budget. The resulting contract period will run for three years.
