Printing and Mailing Services

The Worcester County Treasurer's Office in Snow Hill, Maryland, is seeking a qualified vendor to provide comprehensive printing and mailing services for tax bills, utility bills, and other treasurer operations. The agency needs to solve the logistical challenge of processing, printing, and distributing high-volume annual mailings to residents and utility customers. The selected vendor will manage file conversions, data merging, printing, stuffing, and mailing processes offsite. The scope of work covers three primary areas of county operations. For solid waste and landfill operations, the agency requires the conversion of two different PDF files, the merging of application data, and the creation of approximately 3,200 landfill permits. For the initial tax billing, the vendor must print and stuff an estimated 22,000 primary residence long-form bills and 44,000 non-primary residence short-form bills, which includes printing the bills and bill backers and inserting a one-third-page flyer. For wastewater operations, the project requires the printing of 10,000 bill backers. Eligibility is strictly limited to onshore organizations based in the United States. The agency will award a contract for a period of two years. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently looking for proposal pricing to establish the budget. The agency has scheduled an optional pre-proposal conference call for June 1, 2026, to discuss the project requirements with interested parties. Bidders must submit all questions regarding the solicitation no later than June 15, 2026. Evaluation criteria will focus on the vendor's ability to meet the technical specifications for file merging and high-volume mailing deadlines.
