Water and Wastewater Rate Study Services

The Worcester County Department of Public Works in Snow Hill, Maryland is seeking a qualified vendor to perform a comprehensive water and wastewater rate study. The agency operates its water and sewer infrastructure as a self-sufficient entity, relying entirely on user billing to fund operations, maintenance, and facility planning. To ensure long-term financial viability, the agency requires a structured financial plan development for its sanitary service areas. The scope of work requires a cost of service and equivalent dwelling unit analysis to evaluate the current allocation between base fees and usage fees. The selected vendor must also evaluate the fees charged when one service area provides services to another, and review the current revenue split between water and sewer services. Additionally, the project covers rate structure design, Maryland regulatory compliance, and public outreach and stakeholder engagement. Eligible bidders must be onshore organizations based in the United States. The agency will allow the selected vendor to perform all work offsite.
