The scope of work covers drafting and reviewing ordinances, resolutions, municipal code, and legislative support. The selected legal counsel must attend closed sessions, prepare or review closed-session materials, and advise on confidentiality, report-out obligations, and related governance issues. Additionally, the agency requires guidance on municipal authority, state and federal pre-emption, constitutional issues, statutory interpretation, local regulatory authority, conflicts of interest, due process, and risk management. The agency expects assistance in developing legally defensible procedures, policies, forms, templates, and internal review processes. The legal counsel must also participate in meetings, conduct agenda reviews, and maintain consistent availability. Performance of these legal services will take place offsite.
