State Legislative Representation Services

A California government authority is seeking state legislative representation services to support its legislative program and protect its interests. The agency needs a representative to develop and advise on strategies for attaining the legislative program approved by its board of directors. Additionally, the selected partner must advise on emerging legislative policy issues, proposals, and regulations that could impact the agency's service, funding, governance, projects, and programs. The scope of work requires facilitating relationships with members of the legislature, the administration, and state agencies. The representative will also advise and assist the agency in developing strategies regarding actions contemplated by other passenger rail and freight railroad operators. All work must be performed onsite within the United States, as eligibility is restricted to onshore providers. The agency is awarding a contract with a performance period of two years. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for budget proposals to determine the cost. A pre-bid conference is scheduled for May 29, 2026, and bidders must submit all questions no later than June 4, 2026.
