State Legislative Lobbyist Services

The Hawaii-based government authority is seeking a contractor to provide state legislative lobbyist services. The agency needs to develop and execute a coordinated legislative strategy to advance county priorities, secure state funding, and protect county interests. The selected contractor will assess the viability of proposed initiatives, including alignment with State priorities, likelihood of success, and potential fiscal and policy impacts. The scope of work requires the contractor to develop and deliver a comprehensive pre-session legislative strategy. The contractor must maintain legislative knowledge, track the legislative process and associated deadlines, and assist in the development of a county legislative package, including drafting or refining proposed legislation and budget requests. Additionally, the contractor must establish and maintain a coordinated communication protocol with designated County staff to ensure alignment on positions, messaging, and strategy, while providing strategic guidance on engagement with legislative leadership and key committee chairs. Eligible bidders must be onshore United States organizations. The agency requires the performance of the work to be conducted offsite. The agency has not disclosed a specific budget and is looking for cost proposals from bidders. All questions regarding this opportunity must be submitted no later than June 1, 2026.
