The scope of work requires policy analysis, legislative tracking, and the coordination of federal affairs advocacy strategies. The selected partner must utilize relationships within federal agencies to gather information that provides a competitive advantage, and engage directly with federal decision-makers for legislative, executive, and regulatory advocacy. Additionally, the representative must analyze priority projects, identify grant opportunities, and provide strategic advice to shape agency projects in accordance with federal priorities. The representative must develop and maintain a strategic federal grant funding plan, review draft grant proposals, and partner with the agency to prepare and submit applications. The agency also requires the creation and maintenance of an ongoing inventory of funding opportunities detailing program purposes, eligibility, selection criteria, deadlines, match requirements, and historical award data. This work will be performed through a combination of onsite and offsite services. Eligibility is restricted to onshore organizations based in the United States.
