The agency needs to support its ongoing communication requirements, which include the production, processing, and distribution of printed materials and mail for various departments and elected offices. The selected vendor must solve the agency's need for daily mail pickups, postage optimization, and secure document processing. The scope of work covers daily first-class mail and large first-class envelope pickup from Monday through Friday no earlier than 2:45 p.m. at the agency. The agency requires barcoding for first-class mail, a county-approved security plan for sensitive mail, intelligent multi-page inserting services for billings and statements, and statement imaging and programming services. Additional requirements include bulk mail processing with list standardization, postage optimization, address updates via NCOAlink, inkjet address printing, tabbing, sort preparation, certified mail service, and daily pickup of miscellaneous non-metered flat mail and metered letter mail. The agency also requires the vendor to maintain an approved back-up plan for equipment failure, store extra envelopes and inventory, and provide an online job submission and approval portal. Eligible bidders must be onshore organizations based in the United States. The performance of the work must take place onsite.
