Balanced Living and Expenses Senior Tenant Assistance Service

The San Diego Housing Commission is seeking a vendor to provide a balanced living and expenses senior tenant assistance service. The agency intends to help low-income seniors remain safely and sustainably housed through individualized stabilization services that improve long-term household affordability, increase access to resources, and reduce financial vulnerability. This housing stabilization program will center on individualized case management and supportive services to support aging in place and reduce housing cost burdens. The selected vendor must implement intake and eligibility procedures to assess housing instability, financial vulnerability, and service needs. The scope of work requires the vendor to develop individualized housing stabilization plans and provide ongoing housing-focused case management. Additionally, the vendor must assist participants with increasing income, reducing expenses, accessing public benefits, navigating housing options, and engaging with landlords. The agency requires the vendor to administer financial assistance by determining appropriate assistance levels based on participant need. The vendor must issue payments directly to landlords or service providers and track all disbursements and expenditures. Performance of the work must take place onsite in San Diego, California. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is currently looking for proposals to establish the budget for this project.
