External Operational Review Service

The Town of Sullivan’s Island, South Carolina is seeking an external operational review service to evaluate its fire department operations. The agency needs to determine whether the training and education of all career and volunteer department members meet the appropriate requirements and professional expectations for protecting the community. The selected reviewer will evaluate the department's response and operational capabilities for structure fires, water rescue, medical emergencies, and other incident types. The scope of work covers several critical operational areas. The reviewer must evaluate the department’s automatic aid agreements and mutual aid arrangements to determine if they provide appropriate backup coverage. Additionally, the project requires an evaluation of incident command, occupational health, firefighter safety, recruiting, retention, staffing, apparatus, equipment, facilities, community risk reduction, governance, financial resources, and oversight. Eligible bidders must be onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this project.
